CALL TO ORDER: Supervisor Thomas Zoner called the meeting to order at 7:00

p.m. and introduced the members of the Board.

Board Meeting Minutes of August 12, 2008 as submitted.

PETITIONS:

High Point Subdivision Paving (Improvement/Replacement) SAD

(53% of the residents signed the petition.)

 

MOTION by Gross, supported by Munro, to approve the Resolution of the Township Board of the Charter Township of Commerce, Tentatively Declaring its Intention to Establish a Special Assessment District, High Pointe Subdivision Paving/Road Replacement Special Assessment District if the cost is under $400.00 per property.

MOTION CARRIED UNANIMOUSLY

 

MOTION by Gross, supported by Munro, to approve the Resolution of the Township Board of the Charter Township of Commerce, Tentatively Declaring its Intention to Establish a Special Assessment District, High Pointe Subdivision Paving/Road Improvement Special Assessment District if the cost is over $400.00 per property.

Item 12D - Resolution Authorizing Capital Improvement Bonds for the WWTP Expansion

Tom Traciak and Bowden Brown, Financial Advisors were present.

 

MOTION by Gross, supported by Sovel, to approve the Bond Authorizing Resolution Capital Improvement Bonds (Limited Tax General Obligation), Series 2008 and authorize the appropriate signatures.                                                                                                                            MOTION CARRIED UNANIMOUSLY

A.                 Hydrogen Sulfide Structure Contract – Tabled from 8-12-08

ITEM 6:9-9  INTRODUCTIONS

A.  An Ordinance to Amend Article XV – Section 1501 Light Industrial, of the Charter Township of Commerce Zoning Ordinance Number 85-12-55-00, to add Places of Assembly as a special land use, to be known as Ordinance 55-08-203.

 

MOTION by Kirkwood, supported by Sovel, to Introduce Z08-02 An Ordinance to Amend Article XV – Section 1501 Light Industrial, of the Charter Township of Commerce Zoning Ordinance Number 85-12-55-00, to add Places of Assembly as a special land use, to be known as Ordinance 55-08-203 and publish and post in the manner prescribed by law and bring back to the Township Board for Adoption at the next regular scheduled Township Board Meeting.

B.                An Ordinance to Amend Article XX – General Provisions, Section 2013 Storage of Vehicles, machinery or like items, of the Charter Township of Commerce Zoning Ordinance Number 85-12-55-00, to revise requirements for the placement of recreational vehicles, travel trailers and like camping oriented vehicles/trailers, to be known as Ordinance No. 55-08-204.

MOTION by Gross, supported by Sovel, to approve the Municipal Credit Contract FY – 2009 - SMART Contract and Oakland County Public Transit Authority Waiver.                                                   MOTION CARRIED UNANIMOUSLY

 

B. Employee Health Care – Hard Copy Attached.

John DiLorenzo, Michigan Planners, INC , representing Blue Cross Blue Shield of Michigan gave a presentation on health insurance, specifically the Health Savings Account (HAS Plan).

ITEM 14:9-9 OTHER MATTERS

Sovel

·        There appears to be an increase of freestanding signs in the Township.  Jeff Bowdell said it could be due to construction projects in the business area.  Businesses located in construction areas were allowed to put up a temporary directional sign.

·        Update on the Library Advisory Board.  He stated there is a large amount of outstanding fines (money) resulting from residents not returning materials to the library.  Review of a collection process may be in order.

 

Gross

·        The Cemetery Ordinance, approved.   She inquired, have residents been advised of the new Ordinance?

 

Phillip Adkison, Township Attorney gave an update on “Rails to Trails Program”.  He asked if the Township Board would like him to continue with discussion on this program.  It was the consensus of the Township Board not to proceed with discussion at this time.

 

Jay James, Giffels-Webster Engineers, stated the treatment plant expansion area may be a good place for a sledding hill which could include approximately 20-30 parking spaces and possibly a warming pavilion.  Supervisor Thomas Zoner will present this to the Parks and Recreation Committee for their input.

MOTION by Munro supported by Sovel, to enter into Executive Session to discuss pending litigation.
